1. Some ISPs "shape" the bandwidth. That is, limit download P2P and other speeds to save bandwidth for those that "surf."
2. Some ISPs "boost" the speed for web pages but not others with local web caching machines.
Only your ISP can tell you which they do.

My specs: win xp sp2, 256mb ram, P4 1.7ghz, Broadband connection
the problem:
I use Eset NOD32 total security where there is a built in firewall.
whenever i download a file,using the latest Free Download Manager(FDM) or any other method i observe a moderate speed like 7kbps to 8kbps (yeah...I know, but thats really high in Bangladesh!)but when i turn on the "overview of established network connections" in the firewall section, it shows that my speed is more than 15kbps and occasionally reaches 25-27kbps.
Can someone tell me whats going on and how i can harness the actual download speed?
