Whatever replacement HSF setup you get just be sure its rated for your cpu or better. You need to get physical dimensions in order for things to fit as there are so many out there to choose from. As for noise, understand many fans kick-in at different RPM levels in order to maintain a cooled cpu, so if it remains at high RPM it maybe because its running hot and its just doing it's job to keep it cool. So, any replacement may have same results, though buying far better HSF setup of a copper, many fins and decent fan doing it all will suffice. I'm looking to replace the stock heatsink and fan that came with my AMD processor (AM2+ socket). The fan is pretty noisy and I'm worried it'll fail soon. My biggest concern is space. This is my motherboard; there's not a lot of room on either side of the CPU. I believe the stock fan and heatsink are 90mm and I don't think I could go much bigger than that. I'm not looking to overclock and I'm not really a gamer, so I don't need anything super powerful. Just a fan/heatsink that will fit and will perform a little better than the stock, last a few years, and not run too loud. Would really like to keep it under $50. Also, I've only done basic hardware upgrades (swapped out the PSU and added a video card), so I really don't want anything that requires that I take out the motherboard to install. Bonus points if the thermal grease is pre-applied.
