Why is my HP Desktop's Fan constantly running when the afternoon heat hits the room? Are there any suggestions in order to fix the problem?

It's running

It's running because the system is trying to cool itself down, and that's also the solution. Move it to a cooler location, install an AC unit in that room, or just don't run it in the afternoon. If you do anything to try and silence that fan, your system will likely suffer permanent damage.
