Failed to add in the language input i want

I tried to add in another language so I can typed in another language but i got this message when i tried to add in chinese (simplified)
The message is : Windows could not properly load the Chinese (PRC) - chinese (simplified)-microsoft pinyin plugin IME 3.0 keyboard layout

May I know why i could not properly load this keyboard layout.
