Face book verification without a cell phone?

I am trying to help a person with facebook.
Got a guy who uses a landline, due to a medical monitor requirement. he does not have a cell phone. We are trying to get his Face book ID verified, but they want a phone number where he can get a SMS message. Is there a way to do this either on one of my computers or tablets, that will not associate his ID with my ID's, or is there a cheap "one time" cell phone that can get SMS messages we can get that will allow him to get the Facebook SMS message to verify his id? hes not doing anything illegal. But he is disabled on limited income, and just wants his id Verified so he can be made a page administrator on a page that I run on face book. Until we get him verified, he cannot even "like" the page, or add me as a friend.
Tried asking FB for help on this, and got no response.
We are in the USA. I know that makes a difference in cell phone stuff. He was thinking a "pay as you go" phone, that can get SMS. a cheap one, because its going to be used maybe one or two times at best.

Can anyone in the USA, (Michigan area) suggest a good, cheap pay as you go cell phone that will be used maybe twice to accomplish this?

I paid 20 bucks for a MotoE Tracfone and then added a 20 buck 3 month refill card.

Remember I didn't shop hard for you and didn't duplicate all the other ideas from my link above.

In the electronics section they have a choice of cheap pay as you go phones, including the Obamaphones, Tracfones, Smart phones, Straight Talk, etc.

This looks much like the LG Optimus I use myself from Tracfone, but this is from Straight Talk. On mine I use Magic Jack App when in free wifi areas as a second phone number and free minutes.
