Are they honoring the warranty?

I did not know until today while searching for closest repair location, I accidently ran accross a website CNET Forums which I found this "blackout" problem and many dissatified customers of HP (including me).
I feel HP should stand behind their product maintenance or no maintenance agreement. My monitor is only 14 months old and rarely used. I am disappointed that I have not received a reply back from HP Support re my last message of 5/7/05.

Thank you for your quick response. I tested as advised. Monitor did not view the self test. I am enclosing info requested below. The monitor is not even 2 years old.
Thank you for your help in replacing or repairing the f1703. I do my on line banking and need a quick turn around.

second and it goes off. I see that you have tested the monitor on other
computers and have concluded that it is the issue with monitor /
adapter.
I greatly appreciate that you have forwarded your concerns and that
you have given me a chance to assist you with this matter.
From your email, there seems to be an issue with the monitor. Therefore,
to narrow downs the domain of issue, please follow the steps given
below:
=== Run Monitor Self-test ===
To test the monitor separately from the computer, turn off the monitor
and the computer, then disconnect the video signal data cable from the
computer. Verify that the monitor still has power to it. Press and
hold the power button for approximately 10 seconds. A self-test screen
appears if the monitor is functioning correctly.
=== Connect monitor to different power outlet ===
I recommend that you connect the monitor alone (without the computer) to
some other power outlet and check for the display. See if the screen is
displayed fine or not. If monitor goes off after some time, it
indicates
that it is the issue with the monitor.
I also request you to provide us with the following information to
verify the warranty of your monitor, so we may replace the monitor (If
required)
