Extremely slow internet download and browsing speed

Hello, I have been having issues with my computer's internet in the past few weeks. I've noticed that my download speeds are down to around 8-10 kb/s, which is really weird because I have Roger's Lite High Speed Internet. I've also noticed that my browsing speeds have decreased, as Youtube videos have problems buffering. Previously, my internet could reach download speeds of 100 kb/s, which is still slow compared to some of my other friends that have similar internet service. I am using a SPA2102-R router and my internet is not being throttled as I have 60 GB of monthly downloads and I am not even close to this amount. Can anybody help me with my problem?

First thing that comes to mind... What do you do about virus and spyware/malware control?

I have the same problem. When I first got my pc it worked ok. Then it kept slowing down. The store technician said it is the fault of my dial up connection. He said I must now upgrade to a faster isp. But another technician told me I'd have to go to an internet connection like Zoominternet as he said any isp that uses the telephone lines is "dial-up" no matter how much I pay for it. My pc is so slow that sometimes IE will not load the page. So I don't know what to do? I have Norton antivirus. The pc is a Compaq. The technician added more rom. Still it is too slow to really depend on. I could not use it if I were in a business at all. It's been a real disappointment and I've only had it less than a year. So you may want to take it to a good repair shop to get it to run right.
