Have a Lenovo notebook. Is there a way to benefit from a USB external battery?

USB ports so far on most models only output power and can't be used to power the laptop.

charge as if your plugged in to the charging port there is no need for an extra charge. If not plugged in to the power brick an external charger can use the same port. USB is more for input/output.

I hope your question is whether the external power battery can charge the laptop. It is possible, provided that your notebook has a Type C USB.
Type C: A latest standard in USB technology is reversible cable and can be used to receive power and charge battery. So latest notebooks with type C connector would support charging with USB external battery (high capacity power bank). You will need to have Type C output on battery pack or a converter cable.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
