Ask Adobe to supply the article about it. There are Adobe specific forums but something reminds me of issues with security as well as the HTML association in Windows. If folk change the browser, it can break.

I developed a course in adobe captivate 6
I have given external hyperlinks in that course
those external links are working in local output
but not in .swf format SCORM published file.
I copied webpages to source file folder and published file also
