external hdd problem

So here is the deal i have this 1 TB Toshiba hdd and it recently got broken by broken i mean it does not startup neither does pc recognizes it
when i plug it in hdd starts to work pc does that plug in sound and i know it is going to be F:
-so i tried to enter it in cmd but it says " the device is not ready "
-in device manager you can see it as usb mass store device and it says it is working properly
-it cannot be seen in disk management
-i can try to remove it and see the "eject external usb 3.0" but no brand like toshiba and when i try to it fails because it is supposed to be still in use
- i tried uninstalling it and restart does not seem to be working either
-finally after a while of being plugged in device restarts itself making me think it cannot reboot properly

thanks for all the help you can provide, what should i do ?

Externals sometimes come back if we pull the HDD inside the USB CASE out and place in a new USB CASE.

There are some nice USB 3.0 TOOL LESS CASES out there. Here's the last one I bought.

perhaps damaged

since it can't be deleted by Disk Management, it might be physically damaged if you are sure it is well connected to computer.
can you see the drive in BIOS or another computer?
