External HD Compatibility Issues

So I have 2 Ext HD's - one is a Phantom Green Drive. I bought it when I was using an older PC with Windows XP Professional. Since then I have purchased a Macbook w OS X & a desktop w Windows 7. The Green Drive will not work on either OS; how can I make it do so?

working fine on OS X.

Does it spin?
Can you hear it?
Does Disk Utility "see" it?
Do you have it plugged up correctly? (Not in the eSATA port of the drive)

That depends on "will not work" actually means. A common cause is that is has gone south.
