External hard drive not appearing

Dell Inspiron 9300
Windows XP Pro SP 2
Intel Pentium M Processor 1.73GHz, 1GB Ram

I recently purchased an KGear 3.5" HDD external hard drive case for a 400gb WD serial ata hard drive. It has been correctly assembled according to the manufactures instructions. The drivers for the external hard drive have been installed and, according to the device manager, is working properly. However, the drive has not appeared in My Computer. I've been fooling around with it for the better part of two weeks to no avail. Can anyone out there help a less-than-tech-savvy composer?

I should also mention that it is connected via USB 2.0.

Look in XP's Disk Management for it

When you find it, initialize, partition, and format it.
