These are unreliable devices so you never ever "store" your last copy on one of these. You must keep backups. Recovery can be expensive. So the owner test is simple, try another PC. Be sure you are using the USB cable the drive came with and try all the PC's USB ports.
I need help on my external hard drive (seagate 1TB)
1) I've been using it on my laptop and computer but suddenly it stopped and I can no longer see it on "my computer".
2) I can see it on "my devices" when I connect either on laptop or desktop but their is no way to access the files inside and under properties it says the device is working properly
3) It does not appear on disk management
how to troubleshoot?
