External CD Burner

I recently had my computer re-built with WinXP, I had Win98 before. Seems my External CD Burner (HP External CD Writer 8210) will not work now though. Says computer is unable to detect hardware. I've loaded the driver and software and still it's giving me this message, also my USB port in Device Manager has a yellow exclamation point on it. Is it possible this external CD Burner is not compatible with my rebuilt WinXP computer? Does it mean that I have to buy a newer burner? I'm afraid if I spring for a replacement I'll have the same problem, any advice is greatly appreciated.
