Explorer.exe using alot of bandwidth

So um I just re-installed my system because of no internet connection for me and my ISP told me that my computer is the one that using 90% of the bandwidth. After the help from M.Poriff and others I was able to regain internet connection.
Still with fairly slow speed at 2mbps(normal is 15-20 mbps) , I decided to restore my system completely hoping to resolve to problem. But after 4 hours of restoring, the problem is still there--- extremely slow internet sometimes and Caspa showing over 7000 packets and sometimes 40000 sent/received.
After some research and figuring out, I found out that explorer.exe was using the most bandwidth(I did this by typing netstat -antb into the cmd. So if you guys know why is the user interface and menu(explorer.exe) is using so much bandwidth, please help. Thanks!

I tried. I picked the custom one so it erase everything. But it never asked me for my CD key or anything like that. After the installation, its still my old wallpaper and nothing has changed, it just created a folder called Windows old. Are you sure this is a fresh replacement? Because shouldn't it be bigger than 4GB?

Sorry, but we can't discuss cracked OSes.

And you can't do as you noted as the boot area is usually where the crack infection is.

So one last question. The problem will be resolved if I buy a brand new OS right? And does the new OS contain device drivers, like wifi driver, sound and stuff like that?

You seem to install bad things. I can only guess how you ended up with this issue. My travels in the East found too many bad things like the cracked OSes.

No new hard drive is necessary. No other system is necessary. Just a brand new official version of Windows (cracked = unofficial, not coming from Microsoft, illegal) that you install on an 'erased' disk.

A new version of Windows doesn't necessarily come with all drivers for all hardware in your PC. You download those from the makers site if you don't have the right ones on a CD or DVD.

And when all is fine, don't install malware!

so I went out and bought a brand new windows 8 from best buy. But when I try to install it, it never asked for my product key or anything like that. I just accepted the terms and it started installing and after that I'm still sending a lot of packets out (like 6000+) whenever I watch a video. Internet is still slow as heck, but a little better. I installed Norton 360, some drivers from HP officials site and some games. So is that normal?

Send/receive a lot as it updates. BUT you installed a lot of malware so it's unsure to me if you really know how to avoid bad stuff.

i just don't get how I get that any malware. I installed the exact same software as I did on 3 other computers and they're all fine for like 4 years and longer for 1 of them. I'm just confused. Is there a way to erase everything and install on a clean hard drive?

Sorry but without writing a dissertation on how malware can do that, I must keep this short. Just because it was fine on other PCs does not mean it won't leap into action on another PC.

Your posts noted known badware, malware and downright trojans so thinking these are OK is keeping you from a clean machine.

I fear that until you get deeply burned you may not figure it out.

To clean out the hard drive completely and install a system. Because it never asked me for my product key when I use the cd startup

Use DBAN (free download) to erase the hard disk (all hard disks and SSD in your system) or use any partition editor to delete all partitions.
Then install Windows 8,1 from the disk (not a cd, by the way, but a DVD).
