Couple things that may help.

Cleaning out TEMP files? While at it, also remove old System Restore points.

Scan for and remove any viruses and or spy/ad ware. Immediately after removing any malware delete all System Restore points by turning System Restore off, then back on.

Launch folders in a separate process. Go to Start >
Control Panel > Folder Options > View > scroll down to and place a check mark beside "Launch folders in a separate process" > Apply > OK.

Defrag the Hard Drive to possibly reduce seek time.

Remove unnecessary startup programs.

Hope something here helps.

Tried what you said and still having the problem. An update to whats happening now it now making programs such as Windows Live messenger go to 60% cup, and when I close then in task manger it will make another program go to 60% cpu and when all the programs are closed explorer.exe goes to 60% and when I try and press log off I have to end each process as when I end one anoter goes up to 60%, Quicket way i have to get it back to normal is holding thebutton on the tower then turning it back on.
