My internet explorer doesn't respond when I try to open my control panel.Why?

I have an ibm aptiva 500mhz with win98

If you try to open Control Panel control panel should open. It would be highly suspect if Internet Explorer did open instead.

May I rephrase your question as "control panel doesn't open, if I try to open it from the Start Menu".

Please:
- Tell what does happen. Nothing or an empty window or an error message? There are different things.
- Do as I asked Dorothy to see if the individual applets work: first 2 paragraphs of http://reviews.cnet.com/5208-6618-0.html?forumID=6&threadID=25213&messageID=284748
- Post the contents of control.ini in the windows-folder. It could be that all applets are in the dontload-section.

Cezar, does the control panel open up if you click on it? If not, you could be looking at corruption due to spyware on the system. If you have trouble opening a window from "My Computer" also, that would confirm it.
