Executable Disabled

I recently lost my computer to a lightning strike. While waiting for a new one, I used my "old" one, which had been connected to my "new" one via a wireless network. One of the things that was damaged during the strike was my cable modem. A tech came out and "fixed" my old computer by (according to my wife) disabling the executable in the DLink program. That kept the program from wanting to start and he then hooked the cable directly to the "old" machine. I now have my new computer and have hooked the cable up to it but cannot get the DLink program to run on the old machine. I cannot figure out how to re-enable this program. I have tried uninstalling and reinstalling but every time I click on the application, nothing happens. Any ideas?
