One of the suggestions was a clean install of the OS. Did you do that? Of course, it's a last recourse.
I'm thinking firewall or antivirus, if you can download other files (like .pdf or .doc or .jpg). For the download and save to hard disk part of the operationi, the filetype doesn't matter.

.exe files stop with a 'few seconds remaining' and finally it gets cancelled. Every internet broswer does this.
Its happening on both of my cable and wireless internet connections.
Also softwares are failing to update.
I use SP3, have tried following every instructions of http://kb.mozillazine.org/Unable_to_save_or_download_files
and followed every suggestions of this thread: http://forums.cnet.com/7723-6142_102-305934/cannot-download-exe-files-on-windows-xp/
...still no clue.
