One of the suggestions was a clean install of the OS. Did you do that? Of course, it's a last recourse.

I'm thinking firewall or antivirus, if you can download other files (like .pdf or .doc or .jpg). For the download and save to hard disk part of the operationi, the filetype doesn't matter.

Reset the browser. This varies with each browser so I'll stop here.

XP's support is ending in just days. I'd move on and no, stop whining folk. Find support or just get ready for re-installs or restore from backups now as this ship sails.
