Every browser thinks I am in Japan, need help changing it

Every one of my browsers that I regularly use - Firefox, Chrome, Opera - all think I am in Japan. Google.co.jp is the default website and even if I change it in the settings nothing changes. I have restarted the computer several times, no changes. I have looked online for other solutions but the webpages many have well been written in Sanskrit because I have no idea what they mean.

Can anyone please let me how I can correct this in language a computer illiterate person would understand?

Assume in settings that you have looked under Region and Language in Control panel. You didn't mention OS or computer type, this might help.
