It's a shame that international rivilary will probably make it totally impossible for true cooperation on such an event.
No one trust anyone else enough to let them be in charge and no one would be willing to let any other have top billing on the accomplishment when it happened.
Space exploration is the one place you would hope the world might could co-operate, but I'm too cynical, I don't believe it'll happen in my lifetime, or the next generation.
Put up the billions as a prize for the first company to put a man on the moon and start a colony.
