Error when creating new users in XP home edition

My home pc has 6 users. When I add any new user a notepad message alway opens on start up with this message:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

What is it? How do I prevent it from starting?

Solution to the known issue...

That is a result of a modified desktop.ini file being found in abnormal locations. For instructions from Microsoft on how to quickly and easily fix this problem, click here.
