Error message when trying to start a program

I am on a desktop using windows 98SE.I just installed a new game, and when I try to play I get the following error messages. "the D3D8.DLL fill linked is missing export DDRAW.DLL:unlock CB" Second error message comes up after I click ok "a device to the system is not functioning." I tried rebooting, looked up all the DLL's and they are listed. Not sure how to fix it. Not in the troubleshooting of the manuel. Thanks in advance for any insight.

When I see this error, I find and install the last issue drivers for this OS and for the motherboard, video and audio cards. Then I update DirectX.

In short... Update the drivers.

Did you update motherboard, video drivers and directx?

If not, why not?
