ERROR Deleting File or Folder in WinXP

When I try to delete the folder C:\Program Files\Common Files\InstallShield\Driver I get message "Cannot delete IDriver.exe : Access denied. Make sure the disk is not full or write protected and that the file is not currently in use."
a) How do I delete this folder ?
b) How do I reckon that the file is not currently in use?
ANY SUGGESTIONS ??
