Error Deleting File or Folder

Periodically, I receive the following error message:
"Error Deleting File or Folder
Cannot delete Nikon photos: It is being used by another person or program.
Close any programs that might be using the file and try again."
There are no other programs or persons using this folder or file. In the particular case the folder is empty. The only way to delete (or rename the file) is to reboot the computer. Which is a pain in the posterior.

Anybody know what causes this or how to avoid this happening?
