I got a call from a friend for help with his PC. He reinstalled is OS and tried to connect to the internet but gets "error 651". He called his isp and a tech came out and installed a new modem. He pulled up the isp (metrocast) webpage and left. When my friend attempted to login he wasn't able to. He tried setting up a new connection and gets the error 651. He called his isp and they say it's a hardware problem. I googled error 651 and it seems to be a problem with Windows 7 and connecting to cable bradband. . Some say it's the isp, some say hardware problem.
I tried posting on the Windows 7 board but no response. I'm hoping being it's a connection issue someone may have some idea of what error 651 is and how to repair.

Help, my PC with Windows 10 won't shut down properly
Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
