Error 651, nightmare

I got a call from an uncle for help with his PC. He reinstalled is OS and tried to connect to the internet but gets "error 651". He called his isp and a tech came out and installed a new modem. He pulled up the isp (metrocast) webpage and left. When my uncle attempted to login he wasn't able to. He tried setting up a new connection and gets the error 651. He called his isp and they say it's a hardware problem. I google error 651 and it seems to be a problem with Windows 7. There are no clear cut solutions, just guesses. Some say it's the isp, some say hardware problem.

I am hoping someone on Cnet will suggest what to try. I'm dealing with my uncle on the phone, he's 83 and can follow indtructions well although he was burnt out today after spending hours on this "Error 651".

I read this and at the point he pulled up the isp (metrocast) webpage it sounds as if it was working. I've run into folk that can't log into some site and then create more problems reinstalling the OS or more trying to solve a web page login page.

Yes error 651 is one thing but it appears that was after they had a working setup.

I suggest they go back to the setup that allowed the IPS page to load.
