Error 403

Why is it that I get this error when I go to certain websites. It says Forbidden, error 403. I am the only one who uses this computer and I have myself as Administrator. Are there some settings that must be changed by me? I went to Microsoft.ca and tried to download something and I couldn't because of this error. Please help me and thank you.
