Erratic USB devices input

I built a new computer and installed Ubuntu 16.04 on it. I'm reusing a USB keyboard & mouse that were working on my previous computer, so I doubt that they are the problem.

Hardware specs:

Motherboard: ASUS Z170-A
Graphic cards: GTX 1080 + GTX 550Ti (which I use for display)
CPU: Intel i5 6500

The problem is that sometimes, randomly and temporarily, keyboard input will be really slow, or skip key inputs. As for the mouse, sometimes the pointer will stop moving for a second or two. It doesn't seem to be particularly related to CPU load -- I can't determine anything that correlates with these moments of erratic USB input.

How should I go about troubleshooting this?

I'd try booting up another Linux OS say something like the TAIL OS and see if the problem continues in the other OS to sniff out a hardware problem.

I would still try another keyboard and mouse to see if they could be the problem. was your previous computer running the same distro?
