Most consumer camcorders can capture video and stills. Some pocket camcorders can capture stills - many cannot.

Generally, camcorders are designed to capture video and audio - and do that well. They don't do that great of a job with stills. Conversely, digital still cameras and dSLRs are designed to capture stills and they do that well but do not do a great job with video and audio...
