Enslaved IE any ideas

I have a computer where this page www.searchdot.net keeps making itself my homepage. Whenever I use internet explorer everything goes very slow and nothing I can do changes my home page from this site. It also causes pop ups all over the place and occasionally asks me if I want to install some program and then loops to a message box commanding me to say yes to the install that my only choice to get out of it so alt-f4. Can anyone guide me as to how to check my registry or whatever is giving these evil doers control over my system. Is there anyway to track this company down and complain loudly in a shrill voice?
