Encryption on windows, android, ipad

I would like to know if there is a way to encrypt/decrypt a file that I can put on my dropbox folder and be able to decrypt/re-encrypt on my android phone and my Ipad?

I'd like something that I would not have to delete the old file and then re-encrypt the new one everytime I edit it. Something for the Lazy people Wink

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
