Enabling downloading in limited user account on winxp

Hey, I am trying to set up a limited user account on windows xp and i found out that I can't download anything on it. I can't even save a picture to the computer. Is that normal. Anyway I want it to not be able to install anything but to be able to download stuff.

These are the instructions i got for enabling the ability to change the time in limited user accounts, which I did correctly, but I've got to know how to enable downloading privileges without enabling installing privileges.

"Login as Administrator and follow the steps below:
1. Go to Start > Control Panel > Administrative Templates2. Open Local Security Policy3. Go to Local Policy > User Rights Assignments > Change the System time , double click to open it.
4. You will see the options to add and remove user groups. Add those users whom you want should be able to do it and remove those who shouldn't."

When I'm in Local Security Settings I don't know what to to change the download settings.

You would need a few things.

1. XP Pro.
2. The old book on Windows XP administration.

Then you can tweak it. There's really no reason for this since a limited user is never supposed to be able to install apps. The admin does that for them.

Thanks for the reply. I do have xp pro, but not the book you mentioned.
