Enable red eye reduction on Canon Rebel t3i?

I would have thought that if the t3i has the red eye reduction feature it would be enabled. Why would Canon give the option of either using or not using this feature?

When it comes to DSLRs you usually get more control than a point and shoot so your choice here. Are you writing that choices should be removed?
