Eletric Shock on my case

Hi friends,
it has been a while, my PC is giving eletrical shock when I touch my case even though the power source is turned off. The shock makes no difference if my PC is turned on or off and I'm concerned if this can be dangerous to it. Please, could someone who know about this help me?

Have you tried unplugging the computer to see if you Still get shocked ?
Are you plugged into a Grounded outlet?

it is very dangerous. Take it to a repair shop. There's no one here can help. You need to find out if it's the computer or some other issue which maybe more serious.
