Effective Pixals Vs Recorded Pixals Explanation

1). You from time to time see on your camera technical information that the camera is 3.1 megapixal effective pixal and taht it has 6.0 megapixal recorded pixal.

2). The explanation taht you can take e.g. 100 photos at the 3.i megapixal setting, but if you increase your camera setting to 6.1 megapixal recorded setting, you can only get e.g. 50 photos taken.

Would this mean that your quality of the 50 phtos settings would be better and that you would be able to make larger prints with a better image quality?

Is there an advantage for the camera having the capability to have Recorded pixal capability for up to 6.1 magapixal for those on a tight tight budget like an amature trying to make it look good?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
