easy way to fix Vista ERROR Code 80004002 on Windows Updates

Please help on fixing this error code. It will not allow any updates and blocks proper installation of certain programs. THANKS in advance.

If Microsoft knows that "This problem occurs when the Windows Update agent file, Wups2.dll, is registered incorrectly. When the registry files that correspond to the Wups2.dll file are missing, update installations are unsuccessful."

WHY ARE THEY not automatically fixing this for us? Why do we have to suffer the failure, hunt down the fix and more?

Seems to me the weekly updates could correct such errors?

that we delete some of these files unknowingly and create our own problems such as registry cleaners and the such ?
