Earthlink dialup on my PC works only in the mornings

I've been a happy Earthlink dialup customer for a couple of years until the snow storm on 12/13/07 in Boston area. The dialup suddenly stops working in the evenings. Mornings and early afternoons are fine, but the network stops data transfer at ~4:30pm everyday! If I disconnect and redial, it won't connect again until the next morning ~7am. My PC is windows98 ME, with IE or firefox.

The 5 live-chat tech supports were no help, kept telling me it's my modem driver or surge protector or dial up setup. I finally got on the phone today and a tech support admit it may be a local server failed resulting in heavy evening traffic to other servers and they will check them and get back to me. Anybody out there has the same problem? I can't get upgrade to DSL or cable since the expensive town cable is the only other option. Thanks!
