Are there any e-mail services or software that notifies you if and when your e-mail was read by the recipient? Thank you!

Microsoft's Exhange Server has been doing that for over a decade.
Lotus Notes as well.

I wonder if you are talking about Internet Email? The sort of free email that many use? For that? No.

In Outlook Express and Outlook you set the message for a "Read Receipt". This will prompt the recipient to click a popup that they received the email.
