No. The life-cycle of Outlook Express ended with Windows XP.

The current Microsoft alternatives are:
- free download of Windows Live Mail, a comparable program
- not free MS Outlook (includes a calendar)

A common alternative is:
- free download of open source mail program Thunderbird

why not Windows Mail?

Although Windows Live Mail may be compared to Outlook, I personally don't like it much.

You can however run Windows Mail (the Vista version) on Win7. I read somewhere that it was doable with a couple of not-so-hard "tricks".
