E-mail attachments, unable to get

I get lots of attachments with E-mail and when I try to open them I get a box with a big red "X" that says,
"This file does not have a program associated with it for performing this action, creat an association in the folder options control panel"

Where is the "Folder Options Control Panel? I've looked all over and can't find it.

Can someone give me a step by step proceedure to do what the box says I need to do?
I am using Outlook express with windows XP and a Vaio computor.

Go up to Tools, then folder Options, File Types.

Which File Types/Extensions Are Having Problems?

Each file extension (The last three letters after the dot. Such as "File.txt".) needs to have a program associated with it so the program can open the file type. Please give us the file type and maybe we can sugggest a free program which will open those files..

I;m not sure what you need. The current attachment which I am unable to get is titled " The mysterious staircase.PPS (907 kb)

Is the pps what you need?

The other poster said go to tools, folder options but when I click on tools it only has "options" and when I go there it says nothing about folders.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
