dvd-rw drive not detected

I have a Dell laptop, Just recently my driver will not work. It will not read or burn disc. I have tried to upgrade, it says that it is. I have tried lots of things. Whenever I go to the device manager it says Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19), my laptop is a little under 3yrs old. Someone please help!!!
