Sony had some internal bickering if DVD-ROM drives should even read recorded media. The issue flamed up because... Sony Pictures felt that it is not good for their part of the company.
To address your region code issue, just duplicate the DVD with DVDSHRINK (it's free) and let it remove the region code.
This may or may not help with the DVDROM drive and you may have to replace the drive.
I have a Sony Vaio laptop Model PCG-F590 (PCG-9201) Made in USA and bought from ebay.com. The model is probably dated early 2001. It has an 8X DVD-ROM.
I want to know if it can read DVDs recorded in the DVD-R and (the newer) DVD+R formats. These are data DVDs (not movies) and will be sent to me by a friend in the US.
