Answer
This sounds driver related.

I can't offer more since the make and model of the PC or motherboard is not shared but if I saw this I'd be off to the motherboard maker for their current BIOS and motherboard chipset drivers.

PS.

While looking at the HP site I see they issued firmware for some of the optical drives. This may be mandatory but I can't tell if it is.

If this was mine I'd start with the Intel.com inf update.

Sometimes folk can't do the work.

I take this as you can't install the Intel INF app and update. And you can't tell if the Optical Drive Firmware is required.

Sometimes this is too much for folk. In those cases I think other solutions need to be offered.

1. Forget fixing it. Continue with what you are doing.
2. Go get some 25 buck USB DVDRW drive. It's one of my favorite fixes since they can use it on their next PC or laptop.
3. Take it to a shop (EXPENSIVE for most.)
4. Wait till the people who help you out visit again.

In my second reply. It appears you are not making much progress here. That's why I wrote a list of what folk do instead.

dvd drive
Aug 6, 2019 12:17PM PDT

if you insert a dvd drive you still can not see the drive
if you look on line many users have the same problem
it some thing to do with windows 10 required signature
on every drive one way to fix the problem is under setting
but it only work untill you restart the computer

- Collapse -
It's not the drive that needs the signature.

But the motherboard chipset drivers.

I did not share I've worked this issue many times before. Half the time the client can fix it with the driver update (DO NOT USE DRIVER UPDATE IN WINDOWS or those awful driver update apps.)

A few clients thought it was a drive issue and brought the machine in to replace the drive. We just fix it the usual way and return the PC.

DVD Drive “not” DISPLAYED
Reboot – Then try the following: Windows key + X / Device Manager / View / Show Hidden Devices / Right Click DVD CD-Rom drives / Select “Uninstall” / Actions – Scan for Hardware Changes / Reboot

Good luck
