As we move from old to new TV and display tech you should see this. Not to write a tutorial or long explainer but look at DVD FLICK (see google) and it has a setting (see DVD FLICK documentation) to set the overscan for those older sets.
Again, no tutorial offered by me but what you asked about should happen.

I record TV programmes using Windows Media centre in Windows Vista. When I burn to DVD using Windows DVD Burner about 15% of the bottom of the picture is missing, ie. it cuts off any subtitles etc. Playback of the recorded TV on the PC is OK it is only the DVD disc that has part of the picture missing. Can you help.
