dvd-cd drive error code 10

I have a dell inspiron 1520 with vista home premium that I noticed a few months ago is unable to play cd's and dvd's due to "error code 10". It makes the sound like it is going to start but then stops and I keep seeing different ways to fix it when I google it.

If anyone knows the best way to fix it, please let me know.
