That depends on the 'source', the format the music or picture is in at the moment. You might need to convert that to another format, if it isn't the same as the it should be on the cd/dvd (both are very well standardised, so are rather picky about what that format must be).

For the most common video formats, you can use DVD Flick (free) to make an image of a DVD, that you can burn to the final disk using, for example, IMGBURN (free).
If the audio is a .wav file, the burning program that came with your burner (such a Nero) or a third party program like CDBURNERXP (free) have an option to 'burn an audio cd'.

When creating a DVD or CD on your computer,

you have to make sure that the disc is Finalized.

In a lot of Windows DVD/CD burning software the option to Finalize the disc is not always the default.

A disc that is not Finalized is capable of have more data burned onto it, this is sometimes a plus. It means that you can keep adding music tracks, or other data, until the disc is full.
Unfortunately, it also means that the disc is not usable in another computer, unless it has the same burning software as was used to create the disc, and regular CD/DVD players.

In short, when creating your DVD/CD for use in other players, make sure that the option to Finalize the disc is checked.

If you are asking about software for actually burning discs, NERO (Windows) or TOAST (Mac) spring to mind but there are many more available, some free, including the one that is built into Windows.
