what does dual layer dvd /cd rw mean

the newer [presently very expensive] dual layer DVD's. These DVD's have two layers that two different lasers "write" to. Thus they hold twice as much data.

In the event that you are not aware many of the DVD movies that you rent or buy have been dual layer for years, that's one reason when copying them they won't fit on the everyday DVD's most people were using.

a type of CD, a "ReWriteable" one. HOWEVER the term is now slang for a burner, [an optical drive that can burn CD's or CD's and DVD's.
