DVD and CD-ROM not working in windows 98

I am trying to fix a Win98 SE system with a DVD-ROM and a CD-ROM drive attached.
The problem is that when I start windows with both plugged into to motherboard the system takes forever to start up.
When I disconnect CD-ROM drive and leave the DVD plugged in it starts faster, but it doesn't show the DVD-ROM in the My Computer screen??
I have started the system up and entered the BIO's screen and can only see the DVD drive, even if both drive s are plugged in???? But as I said, the DVD drive doesn't appear in the My Computer screen.
Does anybody know anything about this? Is this a driver problem or is the controller bad or is it something else??

You didn't tell what type IDE cable you used as well how the jumpers are set on each drive.

Have you setup IDE devices before?

Sorry! I have set up these drives in the past.
It is just a standard IDE ribbon cable used for the DVD and CD ROM drives.
The drives were configured from the factory with the DVD as the master and the CD as the slave.
I didn't change any of the configurations from the factory. I am just trying to get the drives to work again Thats all.

Append to my last message.

The system is about 5 years old and the cables have never been changed so I would say that it is probably a 40 pin conductor cable.

Here's how I test the drives. I install one at a time as MASTER and see if the machine sees the drive and without problems. Usually a failed drive will reveal that it has the problem.

These are high failure items so the test is how I find which to replace.
