Dual Monitor Setup Not Working

I have a brand new Dell Optiplex G620 with a DVI output for a monitor. I intended to use a Dual VGA monitor setup with this new PC (this is currently what we use)

I've tried with number of different monitors at this point but can't seem to get Monitor #2's display to come up. I am using a DVI to dual vga adapter.

The PC recognizes the second monitor but when I click to extend my desktop to that monitor it doesn't hold the setting.

In Device Manager two of the onboard Intel Display Adapters are there. Under displays there are 3 ( i don't know why) default monitors. I tried uninstalling all of them and rebooting but there were just 3 there again.

In the Intel Graphics Properties screen it says a second montior is required to enable the dual monitor option.

Dell doesn't know what they're saying. At first they said it couldn't, then they said it could - and so on. It clearly can . . . but won't. The last suggestion I got from them was to try adding one high performance monitor (which they could not explain). I added a monitor with a DVI and Analog input as that was the best description of 'high peformance' that I could find but it did not solve the problem.

Cables almost never go bad so . . . what am I missing? I'm switching the whole company over to this new PC and most of them need dual monitor capability.
